My mum wants me to add a socket on to the upstairs ring, but the CU hasn't got rcds. Does this mean I cant wack an additional socket in unless I surface mount or similar measure?

Yeah, technically as you are replacing your overcurrent provective device with one of a different type.
You can add to the existing circuit by adding an RCD FCU before any of your additional cables which are concealled, or use surface mounting. All 13A sockets (unless labelled for a specific purpose) need to be RCD protected anyway.

Who said it is going to be easy
Just when you think you are getting there, someone comes along and moves the goalposts

May be possable to add an RCD in separate enclosure to protect the circuit you are adding the socket to. This will be subject to the part P regs and require insoection and testing.

I know what your saying, but if it was RCD protected it could be in any state whatsoever, and they wouldn't need to know.
I think I'll just nick some armoured from work and not have to deal with anyone.

Just adding the socket isn't notifiable, unless it's in a kitchen or a special location...

What a disappointing outlook to have. :(
RCDs should be used to provide secondary protection to a well installed system, not to make shoddy wiring 'safe'.
