additional ring main

is it permissible to instal an additional ring main to serve areas of rooms not covered well by the existing rings. I prefer to do this because the existing pathways are very inaccessable. My new ring would distributed in the loft and first floor roof voids. Secondly how would the 100 sq metre rule apply with shared rings

Separate rings are permitted as long as the demand does not exceed the supply taking into account diversity.

You should ensure that all sockets that can reasonably be used for portable equipment outdoors are protected by a 30mA RCD.

The 100m² rule is unaffected as you will be having an additional circuit which will aleviate the load on the original circuit but serving the same area.
