Yeah it is. They have electric ones too but apparently they can’t hear him approaching the start.
They're a competitor. Until 3 weeks ago they were known as 62 year old gardener Michael. Today they identify as 28 year old pro cycling racer Michelle and can therefore legitimately compete in the race. However, because 28 year old Michelle has the physical capability of an average 62 year old man, they can legitimately use a powered bike for assistance.

It's a bloke, too old though. He always quits after the foreplay and leaves the women to finish by themselves.
