about 5 kids came out in front of my car the other day, they actually rode out from behind a privvy hedge, straight into the road in order to get to the other side! about 5 of them, one after the other! I mean, this is a very busy road i'm talking about, where the limit changes from 40 to 60! 
Had i been going any faster, i would have probably hit one of them, i had to brake hard.
But thats kids for you, they aren't scared of cars any more. And bringing in new regulations making cycling a controlled activity, like driving a car is, would be greeted with mass outrage and mass non-compliance, particularly by children and their parents.
