Advice on damp proofing single skin outbuilding please

Hi All
I have a room attached to my single garage around 9’ x 9’ that I would like to use as a garden room/bar. It is single skin concrete block with a decent felt roof. The inside of the walls gets quite wet when there is a lot of rain so I would like to make it damp proof and insulated before I start. I am not sure of the best way to go about this without building a second skin so I’m looking for advice please. Can I cover the walls and floor with some sort of membrane and then batten+cellotex+board and screed for the floor?
