Advise - Source and Fit Newel Post To Existing Newel Base?

Customer has staircase with newel base "stump" (95mm x 95mm) at bottom of stairs with no full height newel, handrail or spindles - left open from 1960s builder?

Wants balustrades with rails(?) basically copying the square newels and plain boards running horizontally between each newel that are on the landing. Assume I need to source newel post at 95mm x 95mm with one end "turned" I then drill out centre of exisiting newel base and fix through with a dowel? Newel is plain - no turning at all.

Any ideas of local supplier (Reading, Berks)?

What dimention is the newel turning generally - the one that I'll need to drill out the newel base?

Is the theory sound?
