air lock? how do i get rid after installing new radiators

right folks, turned off radiators that are working and bleeding fine and bled the ones that are not with the pump turned off. All of the radiators are now working, result! bar 1!!! Its upstairs, a new one that ive just put on. Its warm, but not as warm as it should be and i think it may have been warmer before. I think were still looking like air locks but i can take the bleed nipple all of the way out and noting comes out. Ive turned all of the radiators off bar the 1 that doesnt work, took the bleed nipple out for over an hour with the pump off and still no joy. argggggh

when you try to bleed the highest radiator in the house, does anything come out?

when you try to bleed the lowest radiator in the house, does anything come out?

How deep is the water in the F&E tank, and how much mud is in it?

Turn off the pump while bleeding.

all radiators work and bleed fine apart from 1 of the upstairs. All the radiators downstairs are fine. The water in the tank is at normal height and there is no mud in it
