I once did soething similar (I feel I am repeating the story though, anyway read on) . Old Lady , appauling Electrics, Nephew was tasked to see for her be he lived far away - The house was absolutely full of clutter, carpet on top of carpet aon top of carpet with ancient tacked down lino on both floors, almost zero chance of taking any floorboards up, ladty could not be moved - I told Nephew that the only possible way was using trunking and surface boxes, technically all safe and correct but not best pleasing to the eye, he got me to do it, well pleased, so was the old lady and I used the job as an example for my annual"Snake and Mongoose Event" with the Competant Person Scheme, All passed and even believed me when we saw what a Gas Person had done to connect my SFCU to the boiler.Perhaps you could get a team of sparkies to do what I think of as a "council house" rewire... Absolute minimum spec, everything on the surface in trunking, no channeling the walls. Looks absolutely awful but a team of 4 or 5 can do it in 2 days. Not something I would suggest in normal circumstances, but need must..
I suppose the old lady has passed away since and I bet the hole house got rewired normally once sold.
A cheap and reliable way to do a rewire safely and a bit of common sense in placing mini trunking so it blends in a bit as permits.
Actually I did a similar one (to some degree) to get a chap out of hospital cos it was tying up a hospital bed so his discharge could take place, Social Services, OT, etc etc and the chap himself were well pleased and by coincidence a relative of mine bought it a few years later when the guy passed away.
