The thicker disks are designed for gringing with the flat face in contact with the work as opposed to cutting discs which use the edge. If you were grinding something flush with the surrounding surface the fastening nut would get in the way, thats why it is recessed.

The thinner cutting disc also removes less material and is therefore quicker. It take ages to try to cut with a grinding disc.
