Another cold radiator problem!!

Hi all
Hope you can help me, I have one cold radiator in my house and the rest are warm. It is on the top floor of a 3 floor house with the gas boiler on the ground floor. I tried bleeding it - it did not need bleeding. Have taken the TRV off and the valve was not stuck. Any suggestions / questions gratefully received. Thanks.

Turn your heating on full and turn off all the other TRVs in the house off. Might just be an air lock?
