I think the design is flawed, recumbent cycle make much better use of available power.

Chinese claimed a peddle powered cycle around 450BC.Going back to the original post though, it might not have been the pinnacle of cycling efficiency or whatever, but it has proven to be a damned good effort, replicated the world over.
