Asylum seekers from Turkey now avoid the easy Greek islands option. It does turn into whack-a-mole to a certain extent because some try to go much further along the Med. Similar with the Italy deal. Asylum seekers from North Africa are now trying to get to Greece instead of Italy.

The tricky bit is the last sentence. We can't force France etc. to take back failed asylum seekers. The rest is sensible.
To any other country that will take them then. Like the EU is planning to do.

So, your plan would be the basic detention facilities you mentioned followed by deportation to a third country for those who can't be sent back to their home country. That sounds sensible.

The government is basically wanting to do the second part but isn't planning to change the type of accommodation here in the UK.
