Any bike mechanics?

I'll attach a picture from an online advert for a child's bike. The right brake lever looks odd and in another photo I could see the left one isn't the same. Has anyone an idea if this one could be broken or just not sprung back into position? Or if it's an easy fix. Cheers.

Some brake levers, allow you to adjust the relaxed or off position of the lever arm, to suit the rider. Perhaps it has been adjusted slightly further back?
 
Ok thanks people, the seller says it's all working so I guess I'll get him to do a demo on collection.
Seems like the kids bike is more complicated than my car :).
