Any obligation to follow LABC's recommendations?

I'm considering getting LABC in to regularise some work I'd had done.

If they decide that 'further work is required to secure compliance with the BRegs', am I under any obligation to carry out such work? Would I instead be able to get a second opinion from another builder, or even just ignore their recommendations and not receive the regularisation, without getting in trouble?

So in other words, you're wanting possible non-compliant Building Reg. works signed off?

You are under an obligation to get the works done if you want that Regularization Certificate. A builder’s opinion will be of little value unless it is to suggest an alternative way of achieving compliance. Should you decide to avoid carrying out their recommendations they may record you address as having non compliant works carried out which will show up on solicitors searches when you come to sell. They will not do anymore than that unless they consider that there is a danger to the occupants eg an unsubstantial beam supporting a wall.
 
You are obligated to make work comply, but not obligated to accept the BCO's recommendations in how to make the work comply.

If you think that your alternative method meets the requirements of the building regulations then you can do it your way and provide the required details to the council to demonstrate how the work complies. If the council won't accept your method, then you can appeal to the Secretary of State
