Anybody re-position a water meter (Leeds) ?

Hi,

My daughter has a water meter on the back wall of her house. However the house is due to be extended and this wall moved out. The meter needs to be moved to the side wall. Quote from Yorkshire Water £420 plus Vat.
This seems a bit steep to me. Do they have to do the job? Can her local plumber do it?

I would expect that any plumber can do it as long as its to the correct specifications.

But they might require that only someone registered with them under the water regs does it.
