Anyone know if this hole in pipe is meant to be there?

Hello all

I just noticed this hole in my outside bathroom sink pipe and wondering its meant to be there or if not, how and with what should I fill it with?

No, someone made a hole in it to clear a blockage. Use a suitable sized bolt, or wooden plug, to fill it.
 
The picture shows an inspection/access hatch within a few inches of the hole, so it would be a bit bizarre to deliberately make the hole to clear a blockage.
The hole looks to me caused by rust, so the area around it might be fragile also.
I would carefully clean off all the paint around the hole (about 1/2in all round, inspect for rust and treat with converter, and then patch the hole with some perforated zinc sheet and 2-part filler paste. That also avoids creating an obstruction within the pipe which using a bolt would do.

Old trick, knock a small hole with a hammer and push a piece of wire through the wall part. That's definitely what it is.
That also avoids creating an obstruction within the pipe which using a bolt would do.
Not if you don't screw it in too far.
 
If you clean the paint off, you may be able to use a stepped drill and drill it out to 20mm, this is a common size for bungs, blanking plugs, blind grommets etc. Stick one in with some silicone then the following weekend paint over it again and forget about it.
