Anyone recommend a type of adhesive for laying solid oak ?

The spec is 150mm x 15mm two strip solid oak on
concrete laid 10 years ago (dry I'd say) First floor flat.

Just wanted to know what is the trade secret is on adhesive = )

Should I be thinking about using underlay? Im looking arould and it looks like most lay stright onto concrete.

What's the width of you room you're planning to install the floor? If not wider then 6 meters why not install the boards floating (glue T&G)? The width of your boards allow this method of installing.
With floating method put DPM + insulation (foam) down first. DPM to protect wood against any residue of moist in concrete (even in older building it's standard practice to place DPM on concret/screed floors when installing wooden flooring) Insulation to reduce sound impact.

It is better if you use a stick-down method to install solid wood floor and it is recommended that a moisture barrier is installed first(a liquid dpm).
Your floor needs to be flat-no more than a 2mm. variance in 1 metre length otherwise you need to level the floor.
If it is slightly more than this you could use Sika T52 adhesive which is piped out in battens and is used with a foam underlay to reduce noise transmission or Sika T2 which allows for a floor variance of up to 8mm.
