Are extension ladders sold by vertical length?

Looking at a gutter at 5 m. So a good three rungs above would do for our house. I.e., 6.3m
So ladders sold at 6.3m for instance the young man trade 200.
Is it literally 6.3 m long or do they allow access to that height when at the correct angle?

Usually just sold by the actual length, sometimes a Safe Working Height (SWH) will be listed

The problem is thay many suppliers refer to "extended height" when it should be "extended length".
