but they will go rusty and leave an annoying stain on the numberplate and a jagged hole in the car.

I'd use stainless but better, glue or the adhesive tapes/pads.
 
They are self tapping screws, not self drilling......you'll need a small pilot hole for the screws to start, and then they cut their own thread.

No. You'll need to pilot metal first for these. Sell drilling for metal have a split point.

Which would be best to use? Would the hole be bigger

whay size pilot hole would you use? I.e. what size drill bit? Thanks
 
You use a drill that's the diameter of the screws shank, but not only will the screws rust, but the car body will also rust where you drill the hole.
 
For typical number plate screws, use a 3mm drill. Drill into the plastic bumper if you can, but if you have to go through steel then add a blob of grease to prevent corrosion.
Most number plates are secured with sticky pads these days.
