Ariston 125 direct unvented hot water cylinder

I need to empty the cylinder of water as one of the heating elements is leaking/broken, ive opened the valve at the bottom and cannot syphon any water out do i need to pump it out?

I don't know the cylinder but would guess that if you've opened a drain in the right place then water won't come out because air can't get in. OPen the pressure/temp relief valves manually (twist the knobs).
