Asbestos pipe lagging - Smooth white brown inside

Just wanted a second opinion - I have come across this in the airing cupboard and need to have access to the pipework - Do you think this is asbestos ?

If yes can it be removed and does anyone know how it is removed and how expensive it will likely be

Have a look at the bottom half of the pipe - I do not think it is but rather hair felt but i could be wrong

Difficult to see but that could easily be asbestos. Normally, I would tell you to take a sample and have it tested. BUT, if it is asbestos it may be a hazardous type - not the standard ACM we normally find in houses. Personally I would have it tested by an asbestos specialist. In the meantime, avoid disturbing it.

Looks like fibreglass in vinyl tape, which was common use in homes
