asbestos lagging on a pipe?

Hi all, I was poking round in my loft crawlspace because I noticed a drip from my overflow pipe. Whilst up there one of the pipes to my fe tank looks to be lagged in something rather old and shaggy looking (not me haha).

Before I call any asbestos people, I wondered if anyone could please tell me I'm barking up the wrong tree and its some other type of lagging?

It looks very like tubular hessian - a sacking like lagging that was popular in the 60's.
