No you cannot just say because it is a Victorian building it will not contain asbestos, it would be extremely unlikely for everything in the building to be original. What about the floorcoverings, wall and ceiling finishes, any replacement services etc. etc.

To answer your original question, asbestos testing certainly isn't mandatory, many people go through their whole lives without being tested.
