Attach fence to 1970s wall

Hi, I'm pretty sure the answer is nothing but is there any product that I could attach to the attached wall possible 5-6 ft high that won't pull the piers over in a strong wind.

It's about 10m. New concrete posts and fencing on the inside of it would set me back £1200 so looking for a cheaper alternative. Just want a bit of privacy.

A hedge? Fixing fence panels to a brick pier will almost certainly blow over in a strong wind or gale, mortar acts as a loose glue and would likely not restrain the "sail" effect of the panels under a wind load.

Thanks. Would be worried it would still act like a sail and pull the piers over. Although they do need to come down!!!
