Fence Posts Inside a Wall?

I'd like to build a wall about 3 feet high with fence panels along the top of it. Is it possible to have the fence posts embedded inside the wall?

For the wall I was thinking of using a single width of concrete blocks (the ones with two holes in them) and then inserting the fence posts in the holes. The wall would then be rendered.

Would the blocks be strong enough to hold the fence posts/panels in high winds?

you could do it, but the wall will not hold the panels. dig post holes as normal and concrete them in and then you can build them into the wall. If you are going to render it you will need to put some expanded metal across the face of the posts. you may get some cracking over time though as he posts move
