Can someone please explain to me fully what Part P is and what implications it has?

I've seen bits and bobs about it, around this and other forums, but mostly what i have heard is that it is a bad thing, and not neccessarily why it its bad.

Please enlighten me.

- 3 to 6 month transitional period
