B/regs query floor insulation

I am pricing a project the moment, its currently an Amdega conservatory which is open to the kitchen.

Project is to replace with an orangery.

The floor is flush across kitchen and conservatory and finished with solid oak boards.

Will building control insist on upgrading the floor insulation (assuming there is any)

Or can the floor be left intact and any shortfall of energy efficiency be made elsewhere as part of the SAPs calculation?

I dont know if the conservatory was done under building regs or not
house is an Edwardian cottage but with a number of extensions dating back to around 2006

If it has none, they would normally want some. If it has some, then it could potentially be compensated for elsewhere, but it depends how much is there.
