Bathroom Ceiling Paint

Hi All........
Our bathroom ceiling was painted with proper bathroom ceiling paint when we had a new bathroom.
There is a fan vent as part of one of the recessed lights and we always have the small window open the vent the steam.
The problem is the ceiling paint is flaking off and needs re-doing.
Can anyone suggest the best method and paint type to get a white matt finish that will not flake or peel?
Thanks in advance.

PS i also need to do some small repairs to the ceiling (small cracks and uneven surface around one of the lights.
