Hi would you say this is safe, I can’t get access to any more and to save me going up into the loft, ant help ?

There’s nothing stopping use of flex in fixed installations but every point needs to have a CPC run to it.

Where does the cable come from ?

It was found in the loft connected at the bedroom next door to the bathroom in the light jb, so when I was dropping neutral to my switches I disconnected it as I don’t know why they ran passed the bathroom jb and 3m to next room
 
Except the big book outlines the need for a CPC to be at every accessory whether it’s needed or not. Doesn’t mean it has to be connected to the accessory
Not necessarily needed if it's already installed. On a new install of course you will need a cpc regardless of what it's connected to.

Pre (1966) lighting circuits (with no earth) for example it's still permitted (only if class 2 accessories are being used)
