Bathroom flooring

I have existing safety vinyl flooring on a wet room bathroom with cove edges and cove skirting slots.

The solution we discussed after cracks in the flooring was putting in a new chipboard new vinyl on top held with vinyl adhesive then adding mortar on top then adding ceramic tiles it's so the vinyl edge coving isn't cut but left fully.

However AI is saying there is a risk of moisture build up and if the cove vinyl edges move the tiles will as well possibly after months or years.

Anyone know what's best he claims he's done it before without any issue I'm skeptical 1st time I used him.

So, the question is it risky to put mortar on top of vinyl then add ceramic tiles on top rather than usually on top of chipboard flooring then tiles?

Loads of tradesman use a backing board over vinyl and linoleum and just apply mortar then tiles?
