Bathroom what's cause this

Hi I Live in a new build house which is coming up to 5 years old and the following has happen at the top of the bathroom wall.

On the ceiling it looks damp in the corner could this be because the extractor fan is not working as it should.

Also the paint on the wall is cracking.

Could this be because they just used normally paint and not bathroom paint?

I want to fix it and don't want it coming back.

Any ideas
 
It sounds like damp from condensation.

Unless you eliminate the cause, there is no point trying to 'fix' the paint as it will just happen again. Get the fan mended (or even better, instal a more powerful one), ventilate the room properly and then think about fixing the affected paintwork.

You can do that by sanding off any loose/flaking paint, back to the bare plaster if need be.

Then mist coat any bare plaster.Seal with Gardz to be on the safe side.

Fill with fine filler and a wide bladed filling knife until surface is smooth again.

When dry, sand lightly, mist coat again and emulsion with something like Durable Matt or even better, eggshell.
