The problem is due to a lack of flow in the heating circuit.
If you are lucky then it will be a blocked return filter which you can clean yourself.
But can also be caused by a faulty diverter valve or other problems inside the boiler.
It is amazing to me that you have had professionals there who have not managed to solve a very simple fault on your boiler.
