Yes they tested it and it worked. I have also plugged it in at home and it works, it didn't have a drill bit in but it was really quiet, I was quite surprised.Doesn't the shop have to test all electric appliances before sale?
I will see if a neighbour has a multimeter.I thought it had to be safety tested which would include earthing. But you can't expect much for £2 ! Can you use a multimeter to check the continuity of the earth? Plug it into an RCD protected circuit for safety.

The Electricity at Work Regulations 1989 require that any electrical equipment that has the potential to cause injury is maintained in a safe condition. However, the Regulations do not specify what needs to be done, by whom or how frequently (ie they don't make inspection or testing of electrical appliances a legal requirement, nor do they make it a legal requirement to undertake this annually).
