Best way to repair this decking

cut off whats proud and sand any rough or raised edges and live with it or replace with another board between joistst or full length
 
And while your replacing boards, take them all up and re-lay them the right way round ;)
 
Prise it up poor some exterior clear wood glue, heavy wait on too till dried. Sand flat once dried
