Hi. During house works a radiator pipe has been accidentally punctured. Since then, Garda Plus HE boiler operational lights indicate a faulty fan control system (I is flashing, II & III are ON). I tried to reset the boiler. What else can I do? Thank you.

Buying a Biasi was indeed an error 
Provided the holed pipe has been repaired and the heating system re-pressurised correctly, you could try turning off (or unplugging if appropriate) the boiler at the mains. Wait 10 to 20 seconds then turn it on again.
