BIASI - Noisy firing up

Hi, why does our 18 month old boiler flare up when igniting for radiators? It is as if there is a starvation of oxygen and when it does fire it is like the whole boiler "whoofs" into action which shakes the whole boiler.

Also, there is a whiring sounds that dies out sortly after firing.

It was serviced 6 months ago.
