Big external gap between bottom door and wall

Hi!

We have some damp on an internal wall so when looking further for causes, i found that hole below my external garden door, bottom right - between the door frame and the brick wall.
is that supposed to be there? if not, how can I fill it easily?

Sand / cement , unlikely to cause damp unless rain runs toward property .

Thank You! I think it is the issue, the damp is along that wall but inside. Will try and fix it. Thanks
 
The green on the lower wall and ground is splash and it could be soaking your lower brickwork.
The door frame could be cut back to remove ground contact and better access to the hole you mentioned. You could cut a brick to size and bed it into the hole with mortar.

Better advice could be offered if you posted pics of thewhole doorway and the damp damage inside the room?
Is the wall solid or cavity?
Is the inside floor solid or cavity?
Do you know where any DPC is at what height in the wall?
