Blanking plate in cupboard

Hi currently trying to kit out a cupboard and came across this blanking plate it seems to be a power supply for the old boiler.


As I want to bring the wall forward 1/2ft Can I place an FCU here (with access) and run a spur with double sockets?

Also noticed an earth cable ust floating about behind the false wall running back to that plate.

What circuit is it on, and how is it supplied right now?

How will you test it to confirm that it's safe to have a socket on it?

Where does it go?

Is it a supplementary bonding cable?

Any sign of an earth clamp in the vicinity?
 
I dont have a clue mate, a spark will be doing the work I just wanted Power to that room and to know what to ask him to do and if it was safe to do before asking.

I wont even open the blanking plate I am petrified of leckie.

All I know about that box is that it used to power a boiler and that there is an earth floating behind that false wall down toward the location of the plate
