Actually, you see this all the time, especially when the police butt out or are just too cowardly to help as happens sometimes. The people remain the same when the chips are down. If you watch the news enough you'll see that the people can exhibit extraordinary determination, ingenuity and compassion. It's just that the (British) nanny state undermines everything with a moronic stupidity. The Republicans have a term for this: Rugged Individualism. And a lot of that is founded upon bearing arms.
