Blocking of landing/bedroom windows -against building regs?

When I moved into my 3-bed house 6 years ago, I blocked up the windows (skylights?) above the bedroom/bathroom doors with plasterboard. These allowed natural light onto the landing. I have no other windows on the landing - with the only natural light coming up the stairs from the front door.

My neighbour says this is against building regs-are they right?
 
you need a window in a bedroom in a modern construction but no other stipulation 8)
