He claimed he did not understand where the wiring is going back to the kitchen.

It's the boiler at fault, he should have known that at the very least.

Why? He said he couldn't identify where the power was coming from in that setup and therefore couldn't identify any issue without spending more time and costing me more money.
He even suggested schemes that would be far cheaper diagnostics and repairs than he would have to charge for taking the time and parts, but said I had to conclusively know about the electrics first and that was more an electricians job/ volt pen discovery.
He is still responding to texts. Anything you suggest I ask him to find out if he is whatever you suspect he is?

I have no idea who he is, or what he does. You have a boiler problem and got a boiler repair guy to look at it but he wants you to find out if it's actually a boiler problem (which it is, the internal fuse(s) are blowing).

Just doesn't sound right, maybe he just didn't know what he was doing or it was just too much trouble.

The impression I got from what you said, was that the guy that came round to look, either hadn't the skill needed to diagnose, or it was simply well outside his area of expertise. Most heating engineers, would have the expertise needed to diagnose electrical issues, but by no means all. Did you explain to him, before inviting him, that there was an electrical issue with your boiler? If you did, and he failed to diagnose/fix it, it would be pretty unreasonable for him to charge you.
