Why? He said he couldn't identify where the power was coming from in that setup and therefore couldn't identify any issue without spending more time and costing me more money.

He is still responding to texts. Anything you suggest I ask him to find out if he is whatever you suspect he is?
I have no idea who he is, or what he does. You have a boiler problem and got a boiler repair guy to look at it but he wants you to find out if it's actually a boiler problem (which it is, the internal fuse(s) are blowing).
Just doesn't sound right, maybe he just didn't know what he was doing or it was just too much trouble.

The impression I got from what you said, was that the guy that came round to look, either hadn't the skill needed to diagnose, or it was simply well outside his area of expertise. Most heating engineers, would have the expertise needed to diagnose electrical issues, but by no means all. Did you explain to him, before inviting him, that there was an electrical issue with your boiler? If you did, and he failed to diagnose/fix it, it would be pretty unreasonable for him to charge you.

He was by far the best reviewed boiler repair service, in a way that was hard to fake (multiple specific reviews and reviewers with years of positive and negative reviews for the local area).
It was more a personal alright for £40 after asking him how much (£20 I think would have been fairer). I appreciated that he came out the earliest of all the people I called, on the weekend and was also extremely receptive to any questions I had before and also afterwards. He also didn't ask for a fee upfront unlike other places demanding £80 to £150 just to look at the mess (one electrician was £250 for a call-out after 4.30pm on Friday)
I was happy to get the ball rolling, but certainly wouldn't be handing out anything in any future similar repeat scenarios.

Really you need someone who knows their stuff electrically, and is gas qualified, to open up the boiler - should it be needed. Many electricians will be out of their depth on heating system controls, and few will be gas qualified.
