I'll say this - the boiler is 10 years old.
In a hard water area, if the plate has lasted 10 years, then thats a good run.

Re: diverter valve, if the boiler is dumping heat down the CH flow pipe when HW is calling, you may have a problem there. Otherwise, as said, it'll be plate hex clogged.
