Bonding of towel rails and earth bonding

Having read one of the earlier posts on here i started thinking. . .

WE have heated towel rails (connected to the central heating - not electric) and they are not bonded. Piping to them is JG Speedfit plastic except for the 2" which protrudes through the wall to the rad valve.

Should these be bonded bearing in mind that any electrical feed to them would have to come from inside the bathroom (no elecrics apart from ceiling light and ceiling fan - both switches outside bathroom door)?

If this is the case should the chromed soap dish holder screwed to the wall over the bath also be bonded? Both can be touched from the bath, both are metal.

its only metalwork that may bring in voltages from outside the bathroom. so not your soap dish, and not your plastic pipes (if over 1m long is a good indication).

ceiling light and fan are probably already on the same circuit, so will have their earth connected sufficiently close to the bathroom.
