What constitutes tieing in where brickwork is concerned?

If a wall is built up against another pre-existing wall and the join between them is mortar or even a strip of damp proof course, could this be classed as tied in?

I understand if bricks are knocked out or wall ties are used this would be tied in.

How could this be deemed tied in if there is no actual tying in :rolleyes:
