bt line can receive incoming calls but cannot make outgoing

hi all, my daughter has developed a problem with her phone line, she can receive incoming calls fine, but cannot make outgoing calls , she has sky tv and a sky modem for broadband, any ideas regards dave
 
Usually the phone itself. Otherwise need more info... does she have a dial tone? does it dial and fail to connect or what?
 
As always, start by trying a different known working phone in the master socket.

with bt you can receive calls and only dial 191 type numbers [or modern equivalent] if they disconnect for non payment
