Just curious. i know what these items are. Was to chew fat over what others did while with that corporation.
Oh, you want to reminisce.

My farther in law made BT sound like a right jolly, he did spend a lot of time on the isles of silly

Flags - how recent?
81's + Tool No 81 in the list of GPO Telecom's items - as others have said Needle nosed pliers, principally used when fixing wires to termination points (wraps, screws).
No 1 = Small screwdriver (used to be made by Footprint) 5/32 x 3" shaft.

Flags were the indicators used on manual switchboards to indicate to the operator that a subscriber had lifted their handset.

That also.
In the exchange the flags were long nosed pliers with flag like side extension used to tension spring sets on relays type 3000
This relay is well over engineered. Every bit on it could be replaced and adjusted.
Relay could be made slow to operate or release, could be pulsing, spring sets were made to suit every scenario ( make, break, changeover, make before break etc). The contacts were twinned for better switching.
