Building a Basement/ Cellar

Not sure of the wording to use? Basement or Cellar!

If a basement/cellar is to be incorporated into another house being built on the site of a removed old house. Can anyone tell me the minimum ceiling height which is allowed including head clearance on the steps leading down?

Note: this area will not be for Living or Workshop etc.

There is no minimum headroom for the room. The stairs must have a headroom of 2m above the pitch line. Though BC may allow a little less though maybe not as its a new build.
