if you mean is it possible to install a stair above another into the loft then the answer is providing you have the nessisery head height 'room for the correct sized landings if required then yes
if you are asking how difficult it is to physicaly construct a staircase then thats a different matter reliant on your woodwork skills and ability to use a router

Basically, I have something like this at the moment:

i need to point out at this stage that unless you have joists off somthing like 8x2" in the loft you cannot proccede any farther as you must comply with building regs as a perminant staircase is generaly the switchover point between storage space a loft conversion!!
