Building an Extension Off Conservatory Walls.

My new young neighbours are planning to tear down a full length conservatory and replace it with a single storey extension, maybe flat roofed. The conservatory is 3 sided uPVC on (approx) 1200mm double skinned walls. Who would be the professional to come and assess whether they might come off the walls in timber frame; and clad the outside upper bit in timber? Loads of the elevation will be windows, btw.

Or, can it never be done: rip down/dig out and start over?

PS, they have PP for the extension on the conservatory footprint.
 
Building Control will need to be satisfied that the existing foundations are adequate, usually by digging a hole to show what size/depth they are.
